State Significant Development
A development is considered to be State Significant Development (SSD) if it is over a specific size, is in an environmentally sensitive area, will exceed certain project cost thresholds or has been declared state significant development by the Minister.

SSD applications are assessed by the State Government’s Department of Planning, Housing and Infrastructure.
Where to find State Significant Developments (SSDs) in Mosman and how to make a submission
SSDs are listed on the State Government’s Major projects web page.
To find SSDs in the Mosman Local Government Area, use the 'Local Council Area' filter - use the drop down arrow and select ‘Mosman Municipal' from the list, then click 'Apply filters'.
SSDs will be listed, with their address, a brief description and their current status. Select an application to see any published documents associated with the application. Generally, SSDs will be allocated a State Government Planner, and their name and contact details will be provided in each application’s project details.
The community are afforded an opportunity to provide comments on SSD applications at the public exhibition stage.
Submissions on State Significant Development applications must be made online through the NSW Planning Portal. Council cannot accept or lodge submissions on your behalf.

Summary of project: The proposal seeks to demolish all buildings on site and construct a residential flat building under the low and mid-rise housing provisions with basement car parking and including in-fill affordable housing.
The project is categorised as state significant development pursuant to Section 26A of Schedule 1 of the Planning Systems SEPP as it has an estimated cost of development of more than $75 million for the residential component and will provide at least 10% of the residential component as affordable housing for at least 15 years.

Summary of project: The proposal seeks to demolish all structures on site and construct an eight-storey shop-top housing development with basement car parking and concurrent rezoning to change the zone from E3 Productivity Support to MU1 Mixed Use and amend the existing maximum height of building development standard to 29 metres and establish a new floor space ratio of 3:1 under the Mosman Local Environmental Plan 2012.
The project was declared as state significant development by the Housing Delivery Authority under the Minister’s State Significant Development Declaration Order 2025 (No 9) dated 13 June 2025.
