The final Council Meeting for 2022 was held on Tuesday 6 December. Council Meetings will resume on Tuesday 7 February 2023.
2022 NSW Youth Work Award to Mosman Youth Services
Mayor Carolyn Corrigan advised that Council’s Youth Services Team has won an award for ‘outstanding partnership’ at the 2022 NSW Youth Work Awards for their work with The Gaimaragal Group delivering ‘The Aunty Time Program’ for young people in Mosman.
The Aunty Time Program was originally piloted in June 2022 as part of the Gai-mariagal Festival and was also held in October this year as part of Mental Health Month. A total of 40 young people attended multiple workshops to challenge notions of stigma, and provide a space for healthy discussion of society’s taboo topics while engaging in creative activities. The program also provided participants with healthy tools for building resilience and for social & emotional wellbeing.
Council’s Manager Community Services, Andrew Smith and Team Leader Youth Services Matt Wyatt were in attendance at the meeting, with Mr Wyatt providing Council with a further overview of the program’ and its impact.
Mosman Walk for Women
Mayor Corrigan presented a Mayoral Minute reflecting on the success of Mosman’s inaugural Walk for Women, held on 25 November 2022. Council unanimously endorsed the Walk for Women becoming an annual event, agreeing that a small budget be provided to ensure the event is adequately funded and appropriately staffed. The ongoing annual event is to take place on, or close to, 25 November, the International Day for the Elimination of Violence Against Women.
Local Government Elections 2024
Council considered a report on the administration of the next local government elections in September 2024 and resolved that a contract be entered into with the Electoral Commissioner to administer all relevant elections, council polls and constitutional referenda for Mosman Council. Any decision regarding the inclusion of postal voting in contract arrangements will be referred to Council for determination. It was also agreed that a provisional amount of $350,000 be included in the 2024-2025 forward estimates to fund associated election costs.
Venue Hire Policies – Mosman Drill Hall and Marie Bashir Mosman Sports Centre
Council’s current venue hire policies for Mosman Drill Hall and the Marie Bashir Mosman Sports Centres have been operating since 2012 and 2019 respectively. Revised policies that consider current usage and priorities for these facilities were considered by Council and it was resolved that amended policies be adopted for each. Tender for Lease and Management of Boronia
Council considered the results of the recent Tender process for the lease and management of Boronia, Council’s property at 624 Military Road, Spit Junction. It was subsequently resolved that Council decline to accept the tender received and negotiate with any party regarding an acceptable future use and contract for the property’s future management.
Conflict of Interest Policy – Development Applications
The Environmental Planning and Assessment Amendment (Conflict of Interest) Regulation 2022 requires all councils in NSW to appropriately manage conflicts of interest that may arise in connection with council-related development applications given that council is also the consent authority. In response to the requirements of this Regulation, Council considered and resolved to adopt a draft Council-Related Development Applications – Conflict of Interest Policy which meets its statutory obligations. Children’s Crossing – Mosman Public School
Following consideration of the Local Traffic Committee’s recent determination regarding Children’s Crossing proposals adjacent to Mosman Public School, Council resolved that the Traffic Committee consider a revised proposal to upgrade the existing zebra crossings on Belmont Road and Myahgah Road which meets Transport for NSW guidelines at its next available meeting.
Hunter Park Playground Upgrade
Council considered a report on the recent community consultation regarding proposed playground upgrades at Hunter Park and heard directly from a number of residents both in favour and opposed to the proposed works. A number of clarifications and minor changes to the proposal were discussed in some detail. It was subsequently resolved by Council that the upgrade works presented in the report to Council be implemented, subject to staff further interpreting the playground plan to make it less ambiguous, with the soft-fall being coloured green and the revised plan being published on Council’s website and issued directly to Councillors with further information on the type of mulch to be used, consideration of additional seating and whether grass can be substituted for mulched areas.
Sydney Harbour National Park Plan of Management
Council considered a draft amendment to the Sydney Harbour National Park Plan of Management that will permit the construction of new buildings within the Middle Head/Gubbuh Gubbuh Precinct. The proposed amendment will facilitate the establishment of an environmental education centre within the precinct, which will also require a detailed assessment under Part 5 of the Environmental Planning and Assessment Act 1979 in the form of a Review of Environmental Factors (REF). It was resolved that a submission be prepared outlining Council’s support for the draft amendment and requesting that the Department of Planning and Environment engage further with Council regarding the environmental education centre project as part of the future REF.
Draft Balmoral Reserves Plan of Management
A draft Plan of Management has been prepared to provide an updated management framework for public reserves at Balmoral, and to replace the Balmoral Bather’s Pavilion Plan of Management (1997) and Balmoral Foreshore Reserves Plan of Management (2001). Both the latter plans have become outdated and no longer meet legislative requirements under the Crown Land Management Act 2016. Council resolved to endorse the new draft Balmoral Reserves Plan of Management for the purposes of public exhibition, which will proceed following endorsement of the exhibition by the Department of Crown Lands. An extensive engagement program is proposed including mailouts, online consultation hub, community drop-in session, newspaper promotion and face to face and phone consultations. Following public consultation the draft Plan of Management will again be referred to Council for consideration and finalisation.
Compliance and Enforcement Policy 2022
Council resolved to publicly exhibit a draft Compliance and Enforcement Policy following review of its 2012 Compliance and Enforcement Policy and Food Safety and Compliance Policy which have now been combined to reflect NSW Ombudsman good practice guidelines and the Model Compliance and Enforcement Policy. The new draft policy will be publicly exhibited for 28 days prior to adoption, and will be referred to Council for further consideration should there be major objections or material changes arising from the exhibition.
Traffic Light Sequencing – Spit East
Having considered a Notice of Motion relating to Traffic Light Sequencing at Spit East Carpark, Council resolved that staff examine the risk posed to cyclists by the current sequencing of lights at the Spit Road/Parriwi Road intersection and that, should a safety risk be determined, modelling be undertaken to illustrate whether the situation can be improved. Subject to the results of the investigation, the matter will then be referred to Transport for NSW.
