Draft Community Engagement Strategy
Council resolved to update its Community Engagement Policy and Toolkit, which collectively form a new draft Community Engagement Strategy, and to seek public comment on the draft Strategy. Amendments to earlier documents included in the draft Strategy respond to updated Integrated Planning and Reporting Guidelines issued by the NSW Office of Local Government following the enactment of amendments to the NSW Local Government Act 1993 last year. The draft Strategy will be available for review shortly on Council’s Community Consultation Hub.
2022/23 Community Grants Program
A total of $69,216 was allocated to 22 community organisations through Council’s 2022/23 Community Grants Program. A wide variety of projects and initiatives have been funded under the program, including dance and music programs, parenting support, life skills for young people living with disability, community gardening, cultural learning programs, youth mentoring, community events and equipment repairs.
Hunter Valley Uncorked Balmoral 2022
Approval was provided to the Hunter Valley Wine Tourism Association to hold the Hunter Valley Uncorked Balmoral event at Balmoral Beach on Sunday 16 October. Like many events, Hunter Valley Uncorked has been impacted by the COVID pandemic in recent years, and the 2022 event marks its return after a two year hiatus.
Lease – Mosman Rugby Club – Rawson Park
Lease and licence proposals are currently on public exhibition for facilities at Rawson Park used by Mosman Rugby Club. Council resolved to grant a new lease and licence to the Rugby Club for the pavilion clubroom and adjacent BBQ area respectively for a term of up to 10 years, subject to no unresolved objections at the conclusion of the exhibition period on 21 August 2022. Authority was delegated by Council to the General Manager to undertake all necessary actions in relation to finalisation of the leasing and licencing arrangements.
Mosman Local Traffic Committee
Council resolved to endorse Councillor Pip Friedrich as Chair of the Mosman Local Traffic Committee, and Councillor Roy Bendall as Council’s alternate representative on that Committee from September 2022. These appointments were made for the remainder of the current Council term concluding in September 2024.
Mosman Local Housing Strategy
As part of the NSW Department of Planning, Industry and Environment’s approval of the Mosman Local Housing Strategy in 2021, Council was required to undertake a masterplan for Spit Junction. Given that this requirement was in part predicated by transport improvements proposed at the time – including the Beaches Link and Western Harbour Tunnel, and given the changes in NSW Government transport priorities since that time and the expected release of revised housing targets in 2023/24, Council resolved to notify the Department of Planning, Industry and Environment that it will not be submitting a masterplan for Spit Junction by December 2022. This notification will include advice that any requirement for such a masterplan should be delayed until new housing targets have been set and the Northern Beaches Tunnel project recommenced, and will communicate Council’s willingness to work closely with the Department and the Greater Cities Commission on the future planning of Mosman.
Contract Reviews
Reports were provided to Council on the review of contractor performance for both Street Gutter and Cleaning contracts 2018-2028 and Parks and Sporting Field contracts 2010-2024. After reviewing the information presented in these reports Council resolved to extend current arrangements for Street Gutter and Cleaning until 30 September 2025, and current arrangements for Parks and Sporting Fields until 3 October 2024.
Coastal Management Program
After considering a progress report on the Greater Sydney Harbour Coastal Management Program (CMP), Council resolved to continue staff participation in this program, with progress reports to be provided annually to Council and any related funding requests to be considered as part of the preparation of Council’s Annual Budget. Council will not proceed with the preparation of a separate CMP until the Greater Sydney Harbour CMP is completed, addressing key issues and defining the parameters required for coastal risk assessments.
